There was a typo in the references to RDF11-XML and RDF11-SCHEMA

s/W3C Proposed Edited Recimmendation/W3C Proposed Edited Recommendation/

I already fixed it in Concepts' PR docs but since it was in localbilbio it
might made it into other documents as well.
