Does ReSpec understand that [[!HTML5]] references in a <section class="informative"> are informative references? Is there some other way, e.g. [[⁈HTML5]] to say that it's non-normative? Asking ReSpec to save as HTML and inspecing the result (in Chromium -- didn't work in FF 24.0) indicates that HTML5 is still a normative ref.
