JSON-LD PR request

Manu,

As you might have seen from today's minutes we plan for a joint 
transition call of RDF 1.1 (CR) and JSON-LD (PR). Target publication 
date is 5 November.

For this we need two main things:
- for the 23 Oct RDF WG telecon: a proposal to request transition of 
JSON-LD to PR
- also by 23 Oct: a completed transition request, similar to the RDF 1.1 
CR transition [1[, but including  information about how JSON-LD meets 
the CR exit criteria
