There are several components.   I'm not sure which ones might have 
changed recently:

  - the fact the w3.org redirects to https when the clients asks for an 
access-controlled resource and redirects to http when the client asks 
for a public resource; proxied resources go out on the same protocol 
they ended up coming in on
  - dvcs.w3.org redirecting to https
  - the kind of links respec generates
  - each browser's security policies -- I understand chrome and firefox 
have different notions of when to warn, and those notions have been 
changing.
