N-Quads test suite (ACTION-275)

I've created an N-Quads specific test suite [1], and updated the N-Triples test manifest to assert that tests are both N-Triples and N-Quads tests. The README [2] indicates how to run the tests, and that the N-Triples tests should be run as well.

An EARL report for my implementation is at [3].

This completes my action for generating the test suite, but I welcome more tests for either N-Quads or N-Triples.
