I don't think that this is converging, even on technical grounds. My view is that many or most of the use cases in http://www.w3.org/2011/rdf-wg/wiki/TF-Graphs-UC have to do with talking about actual graphs. My view is that having semantic interpretations of RDF datasets being insensitive to the actual named graph doesn't fully support these use cases.
