Addison, We've made a lot of changes to the draft in the last week or two, emphasizing the parallels between RDF plain literals and this new datatype, which is now called rdf:PlainLiteral instead of rdf:text. We've reframed the motivation, from being about adding language tags to strings, to now being about the ability to use RDF plain literals in a new way. The actual technical substance of the specification changed since since the Last Call draft. We're hoping to go to Candidate Recommendation with this very soon; do you think you and/or the I18N WG could take another look and confirm that it's still acceptable, preferably by early next week? I expect the names of the builtin function will still change, with "text" being replaced by "plain-literal".
