My claim is based on http://www.w3.org/TR/webarch/#def-uri-ownership but
I can understand if that's too fuzzy for you. Hopefully we can come up
with some way to make the restriction without relying on webarch.
(I spent a few minutes looking at e-mail threads between you and me,
about this, circa 2002. Scary stuff.)
