This is because that discussion was not an agenda item; it was not planned in advance. Minutes reflect what was actually discussed, which often vary somewhat from what had been planned to be discussed (i.e., the Agenda). That non-Agenda topic might be considered "AOB" ("Any Other Business") which is often a wildcard entry at the end of formal agendas, to allow for such topics -- but usually, such AOB is only taken up after the planned topics have been at least shelved for the week, if not actively discussed.
