[Use Case] new summary page in UCR wiki

I put together a summary page for those use cases that appear to be complete 
enough to be considered by the working group at 
https://github.com/w3c/rdf-ucr/wiki/Summary

I also put a sentence or two on the implications of the use case, as I see them.

Discussion of the use cases should go in their issue in the UCR repository. 
Fixes to the wiki pages can be made directly.
