Whether the proposed changes by the RDF-star WG are radical or not is a 
matter of opinion. I am pretty sure that those who wrote the charter 
believe that integrating RDF-star into RDF and SPARQL is a relatively 
small change, otherwise, they would not have proposed to update ~20 
specs in only 2 years.

However, it is clear that the proposed changes to RDF are much more 
important than the actual changes that occurred between RDF 1.0 and RDF 1.1.

The Charter is very clear. Everyone can decide for themselves if this is 
a radical change, but no one can pretend that the WG has opened avenues 
of transformation on all fronts. It is strictly about adding embedded 
triples as defined in RDF-star, and applying the subsequent changes to 
the rest of the RDF and SPARQL specs in the most agreeable way.

The proposed output is called RDF 1.2 and SPARQL 1.2. For me, this means 
it *is* the new version of RDF.
