[Sem + UC] No use cases -> no semantics

Dear all,
We had a meeting on Friday of the Semantics task force.  During the meeting we discussed how to evaluate semantics proposals and determined that we are missing use cases that can be used to compare semantics proposals.  We most need use cases with adequate detail to determine whether a semantics proposal can support the use case.  So we are asking that the working group looks at the proposal for processing use cases in https://lists.w3.org/Archives/Public/public-rdf-star-wg/2023Mar/0100.html at the next working group meeting and determine whether or not to move forward on it.
