status of SHACL-SPARQL

SHACL-SPARQL continues to have problems, in particular with pre-binding.

If SHACL-SPARQL was split off into a separate document from SHACL Core then
these problems would not prevent SHACL Core from progressing to the next
maturity level.  However, in the current situation problems with SHACL-SPARQL
are problems of SHACL as a whole, and could prevent all of SHACL from
progressing to the next maturity level.
