Resolving ON HOLD Test Cases

There are currently a number of Test Cases that are ON HOLD. We need to
either push them through the review process or REJECT them. Here's my
proposed plan for dealing with all of the ON HOLD test cases:

Test #4 : REJECT    we don't process xml:base
Test #17: REWRITE   we don't currently have an explicit bnode
                    relationship test. The current one is broken and
                    needs to be re-written.
Test #28: REWRITE   replaced by Test #107 and #108 below
Test #39: APPROVE   for those that may think that @href should override
                    @src
Test #40: APPROVE   for those that may think that @resource should
                    override @src
Test #42: REWRITE   Update SPARQL to ensure NO triples are generated
Test #43: REJECT    Duplicates TC#34, TC#35, and TC#90
Test #44: REJECT    Duplicates TC#32, TC#37, and TC#40
Test #45: REJECT    Duplicates TC#32, TC#36, TC#37

We need the following new Test Cases (which I'll author):

Test #107: NEW - Plain literal detection when datatype=""
Test #108: NEW - xml:lang preservation when datatype=""

Ben, Mark, Shane, Ralph, Steven - please review the ON HOLD test cases
and be ready to either REJECT or APPROVE the ones marked as such by this
Thursday's telecon. I'll attempt to rewrite #17, #28, #42, #107 and #108
by Tuesday so that each of you may be able to review them.
