Since it's just a reference, I don't see a need to hold up Overview.
Let's just pick a URL for the test suite document, put a placeholder
there for now, and fill in that placeholder in a week or two.

I think http://www.w3.org/2009/sparql/docs/tests/README.html is an okay
placeholder URL and the current content is acceptable, although I'd be
happier if the title were "SPARQL 1.1: Test Suite" or "... Test Cases".
