Service description namespace documents in place

the

http://www.w3.org/ns/sparql-service-description#

namespace document is now in place. By default, this dereferences into
an HTML document with further links to Turtle[1] and RDF/XML[2]. The
same files can also be accessed via content negotiation and the URI above.

As we said, at some point the HTML file should be turned into RDFa, but
that can wait.
