CURIE permits restrictions

While composing a response message on the CURIE spec, I found:
	
http://www.w3.org/TR/curie/#s_syntax

"Host languages MAY define additional constraints on these syntax  
rules when CURIES are used in the context of those host languages.  
Host languages MUST NOT relax the constraints defined this  
specification."

Which wasn't obvious to me when I was reading the spec before. I  
guess because it's buried deep deep in a paragraph of seemingly  
random tidbits about the syntax. So, technically, one could claim to  
conform to the spec using current SPARQL productions...

...which means that conforming to the spec is essentially meaningless  
and we shouldn't reference that spec.
