As of v1.436 of the editor's draft
  http://www.w3.org/2001/sw/DataAccess/rq23/
all of the links from the document, except for the
status section and changelog, are in the bibliography.

In particular, we...
- added normative ref entries for
 - RDF-MT
 - RFC 3066
 - XPATH20
 - XMLSCHEMA-2
 - XML11

- added informative ref entries for
 - rdf-sparql-protocol
 - unicode security considerations
 - VCARD
 - dublin core
