In the new HTML5 rendition of the F+O spec, there are some problems with
tables.
* Tables that list the names and summaries of functions (see for example ยง5.4)
break the function names at a hyphen
* Tables of option values (which use variable rowspans) have a poor appearance;
rules are needed to make the structure clear, and there is a need for some
padding between cells.
