Conformance is actually the place that we say which functions are built in:

An implementation of all functions defined in [XQuery and XPath Functions and
Operators 3.1], and a definition of every item specified to be
implementation-defined, unless that function or item is part of an optional
feature that is not provided by the implementation.

The term built-in functions is actually used about 7 times, judging by grep. 
Better to define it than eliminate it.
