This error is raised if xsl:evaluate is not supported or switched off (for
security or otherwise).
* The test contains an improperly formatted AVT resulting in XPST0003
* The test does not use xsl:evaluate
I think this was a placeholder test, meant to be implemented later (it contains
the text "not yet implemented").
Logical fix: implement it.
