A processor is not required to be able to interpret an xsl-stylesheet
processing instruction, nor is it required to be able to process the target ID
followed by the hash-tag.
I propose therefore to add a dependency, say
"xsl-stylesheet-processing-instruction" which means that, if supported, the
processor supports the XML Stylesheet standard
(http://www.w3.org/TR/xml-stylesheet/).
This will be a change to the catalog.xsd.
