Correction: there are indeed other test-case in FOTS that make the assumption that the static base URI of a query is the URI of the catalog file that contains the query. An example is "parse-xml-001" from "fn-parse-xml". So yes, I think that a note should be added in the http://dev.w3.org/2011/QT3-test-suite/guide/running.html.
