A few observations on the xsl:map instruction.
Firstly, the collation attribute needs to go. We no longer have collations on
maps.
Secondly, use of the XPath error code XPTY0004 seems out of keeping with our
policy elsewhere. I propose to allocate a more specific error code XTTE3370.
Third, we say nothing about streamability. This is the topic of bug #22761. It
is suggested there that we make map construction "forkable", and I propose to
apply that principle to both xsl:map and to the XPath map constructor.
