Test modules-pub-priv-31 uses two %public annotations, but expects XQST0106. 
The specification does not indicate that %public %public is an error. 
Specifically:

err:XQST0106

    It is a static error if a function declaration contains both a %private and
a %public annotation.

Similar errors exist in 

modules-pub-priv-32
modules-pub-priv-35
modules-pub-priv-36
