Saxon's behaviour sounds like what I wanted to implement, but this condition
proves difficult to enforce if you are using a 3rd party schema library.

So am I right in saying that Saxon's behaviour matches the behaviour in
suggestion 1 above (schema-element matches any element in the substitution
group, not just those in the imported schemas)?
