[Bug 10698] XQTSCatalogSecondEdition.xml is not valid against XQTSCatalog.xsd

Yes, I'm aware that the XQTSCatalogSecondEdition.xml contains these duplicates.
I should have mentioned this in the release notes.

The errata that we have processed are all associated with one or more bug
reports in Bugzilla. Some of our test cases are associated with these bug
reports as well. When more than one of the errata are associated with the same
bug report, duplicate copies of the test cases will be generated in the
catalog.

I don't think that this will be a problem for running their test harness with
this catalog. On my side, I filter out duplicate test case results before
generating my reports. 

I'm loathe to change this, as it generates reports that have been designed to
help us transition to Second Edition Recommendation.

I've reflected this issue in the release notes, saying that these
unique-test-case errors can be ignored. Please close this bug report if you
agree with this resolution.
