In 2.3.2 Identifying and Reporting Errors is the following note:

The namespace URI for XPath and XQuery errors is not expected to change from
one version of XQuery 1.1 to another.

This should say "one version of XQuery to another". (Unless we really intend
there to be different versions of XQuery 1.1!)

There is a similar problem in XPath 2.1
