Section 2 contains the sentence:

A lexical QName can be converted into an expanded QName by resolving its
namespace prefix to a namespace URI, using the statically known namespaces
[err:XPST0081].

Since the sentence does not describe an error condition, the reference to
XPST0081 should not be there.
