This issue has been entered as FS erratum E024, and its fix has been
committed to the source files for the next edition of the FS document.
Consequently, I'm marking this issue CLOSED.

(By the way, I also noticed (and fixed) a problem with the the catch-all
(i.e., last) rule for fn:subsequence in FS 7.2.13: it required that the
type of the arguments for $startingLoc and $length be xs:double, whereas
it should merely require that those types be *convertible* to xs:double.)
