You're not the only one who finds that annoying, misleading, and just
frustrating.  We've been trying for several weeks to get that fixed and we
still have high hopes of making things better. 

A last-resort solution is to replace the existing document at
http://www.w3.org/TR/xqupdate/ with a revised document having the "Latest
version" address changed. That, unfortunately won't help people who have
downloaded the old WD and click on the link on their own systems.
