As an implementeor, I get to choose whether some or all of my extension functions are present in the static context for use-when processing. I have chosen to exclude them all. But a user (Florent Georges) wants to test if one of them is available, and compile accordingly. Now this will only work if function-available is allowed to return true in this case. But I think the following wording from section 3.12 implies that it may not do so: "Note that stylesheet functions are not included in the context, which means that the function function-available will return false in respect of such functions."
