That might not be "publicly available" in the sense of "everybody 
downloads it without a second thought", but it's not far from 
it.  Please notice that this is a copyrighted document and posting it 
elsewhere for free violates the IEEE copyright (and thus violates 
U.S. and international law).

In addition, there are any number of sites that discuss IEEE 754, its 
formats, its implementations, etc.
