Summary: [FT] Section 3.2.1: collation information.
Product: XPath / XQuery / XSLT
           Version: Working drafts
          Platform: PC
        OS/Version: Windows XP
            Status: NEW
          Severity: normal
          Priority: P2
         Component: Full Text
        AssignedTo: jim.melton@acm.org
        ReportedBy: mrys@microsoft.com
         QAContact: public-qt-comments@w3.org

Make clear where collation information comes from. Also where does casing get
language specifics?
Make case insensitive part of the core. Rest optional
Call out that lowercase/uppercase is only affected query values. While case *
affects comparison. Also call out which ones can be set in static prolog and
which ones can be set on query… (Appendix C only allows case/diacritics * and
not the with/without for obvious reasons).
