Fix for "Bug 3625 Incorrect version identification",
http://www.w3.org/Bugs/Public/show_bug.cgi?id=3625 :

* Use the "Latest Version" links for the XQuery/XPath specifications, just as
is done for the XSL-T link, for example.
* Change the title element to be consistent with the version attribute.

XQTS_current.zip is not yet updated. Feel free to change status to CLOSED if
the resolution is satisfactory.
