The minutes of the recent Boston F2F record an agreement that each document in
which one or more items are defined to be implementation-defined or
implementation-dependent will have an appendix summarizing each such item.
Andrew Eisenberg surveyed the suite of XPath/XQuery-related documents. His
survey revealed that, of the Last Call documents having implementation-defined
and -dependent item, only the Functions and Operators document had no such
appendix.
