Operators]."
    Nope, F+O doesn't know anything about fs:to. They're actually defined
    in 7.1.13.

"The [dynamic/error] semantics of the op:to operator is defined in
[Functions and Operators]."
    Yes, but the semantics of op:to are not immediately relevant. Instead,
    direct the reader to 7.1.13.
