[XSLT2.0]format-number function difficulty

Hello,
  In section "16.4 Number Formatting" of the Working
Draft of XSLT 2.0 specification (URL -
http://www.w3.org/TR/xslt20/),

there seems difficulty knowing the definition of
"picture string" in format-number function. Just like
in section "16.5 Formatting Dates and Times", picture
string is defined as ..
Specifier Meaning

I feel, a similar definition for picture string is
needed for section 16.4 Number Formatting.
