I'm responding to item 18 in your comments:
[18] it would be very good if it were possible to declare default
collations for part of an XQuery.
The XML Query WG considered this comment and has decided not to make the
change that you have suggested.
A default collation other than the Unicode codepoint collation may be
chosen by an implementation. The Default Collation Declaration in the
query prolog allows a default collation to be specified for an entire
query. Several functions and clauses in the grammar then allow the
specification of an explicit collation, overriding the default. While it
would be possible to add a feature that allows a user to choose a default
collation for the scope of an expression, we do not consider this change
to be necessary for XQuery V1.0. It is something that we may consider in a
future version of XQuery.
Can you please confirm that this resolution is acceptable?
