This is a reply from the Query Working Group to the following comment
posted in
http://lists.w3.org/Archives/Public/public-qt-comments/2004Feb/0415.html:
[14] 3.8.3, last example: Instead of 'collation "eng-us"', something
that looks more like an URI should be used.
The Query Working Group has accepted this comment, and will make the
suggested changes in the next version of the XQuery 1.0 working draft. The
collation identifier "eng-us" will be changed to
"http://www.example.org/collations/fr-ca".
