The joint WGs considered you comment http://lists.w3.org/Archives/Public/public-qt-comments/2004Mar/0095.html at this morning's telcon.

They agreed to change the return type of fn:get-local-name-from-QName/fn:local-name to NCNAME?.

They declined to change the return type of fn:local-name to NCNAME? as the result can be a zero-length string which is not a valid NCNAME.

I trust this is a satisfactory resolution.
