SECTION 2.6.6.1: XQuery Flagger

If the XQuery flagger is enabled, then a static error is raised if the query contains a must-understand extension.
A warning would be more appropriate/useful.

SQL has the (FIPS) flagger which raises only warnings for vendor specific SQL extensions.
