SECTION D.2: normative references

There are normative references for both XML 1.0 and XML 1.1,
but when it comes to names, only "Namespaces in XML" is 
referenced.  The latter is a companion to XML 1.0.
The correct companion for XML 1.1 is "Namespaces in XML 1.1".
