The joint WGs discussed your request in http://lists.w3.org/Archives/Public/public-qt-comments/2004Feb/0910.html on 8/26/2004 and agreed to add a definition for collation suggested by Jim Melton that says "A collation is a specification of the manner in which character strings are compared and, by extension, ordered."
I trust this is satisfactory.
