RE: ORA-FO-DATETIME-EXAMPLE-IMPTZ2 9.4.21.1 Examples

Actually, the example is in error.  The value space of the time datatype
is a time value normalized to Z (using the implicit timezone, if
necessary) and a timezone value.  The timezone value would be () if no
timezone is specified and this is what should be returned.  I have fixed
the example to show this.   Thank you for your comment!
