Problem: URI bound to op: prefix will require implementations to respect the namespace (e.g. ensure users do not also use this namespace). If the op: prefix is only to describe the functionality of the operators, it is useless overhead to assign it a namespace. Proposed resolution: Remove the namespace URI and use a sentence to indicate that the prefix is only used for definitional purposes (see for example the fs prefix in the Formal semantics).
