Yes, anything from the W3C (such as a CG report) would be free through that distribution channel. And with the EPUB conformance stuff, as you note, George, the ANSI version of that document is available for free because ANSI can do that (as a national standards body). But ISO itself won't do that. I would expect that the EPUB 3.2 would be available at no cost through the W3C as a CG Report. The EPUB Accessibility Conformance and Discovery Specification under ISO would need to be made available at no cost as a condition; the ANSI/NISO Z39.86 AKA the DAISY standard is freely available (oh, and the DAISY recommendation is that EPUB 3 replaces that spec published in 2002). CG documents can't be "brought across" to ISO (using the liaison channel). 2 - ISO doesn't do free standards. They make their $$ selling standards (since membership is free, for the most part). So if this is an problem, you should face that fact. NOTE: individual member bodies (aka countries) can, however, make standards available to their members for a reduced price (or free!). For example, ANSI (in the US) does this for a few standards. I think we all agree on this needs, but seems like it should be part of the plan. EPUB A11Y requires a CD ballot and a DIS ballot, at least.) * Pros: Not-so-late publication * No language in the EPUB 3.0.1 spec needs to be rewritten (Makoto please confirm) * Cons: EPUB A11Y is required to be rewritten in the ISO/IEC style, although it is short. * Cons: Might hamper the adoption of 3.2. While EPUB 3.0.1 being an ISO standard could in theory hamper 3.2 adoption, because of the backward compatability of 3.2 with 3.01, plus the marketing in support of 3.2, plus the best practices in 3.2, plus the Ace supporting 3.2, , plus the new epubcheck supporting 3.2, I think we are in good shape.
