Let me put this in writing, too, so that there is a clear reference to it…

- Two 'bots' must be invited to the IRC channel: zakim and rrsagent. Anyone on the IRC channel can say:

 /invite rrsagent
 /invite zakim

- Zakim is the one handling the queue. There not much else to be done.
- RRSagent is the bot handling the minutes. There is a documentation[1], but here is an abbreviated one: someone has to issue the following commands after rrsagent appears on the channel

 rrsagent, set log public
 meeting: Publishing Steering Committee Telco
 date: 2017-XX-YY
agenda: <the URL of your agenda mail in the mailing list>
 chair: <whoever the chair is>

that is it, you have seen the rest. Then at the end, when the call ends, you have to say

 rrsagent, draft minutes

which will display the minutes' URL. The minutes should be public. It is labelled as 'draft'; at this moment, unfortunately, only team members (ie, Bill or I) can clean the minutes.

The short answer is: no.
