tracking public comments

Hi All,

As Tim has noted, we are now getting more public comments and as such
we need a process that deals with these comments and also does not
overwhelm our reviewers.

I've drafted with Tim's help a wiki page describing a process here:

I guess the main point would be that we have a liaison between the
group and the reviewers
