Interoperability is a big goal of PROV. Certainly different domains may want to define different types of agents (e.g. my area may want to differentiate "scientist" agents from "operator" agents) Clearly getting too specific intrudes on this domain specific area and we don't want to go there. "Human" (or better, IMHO "Person") is a very general differentiation that crosses many, many domains (we've discussed several use cases where that distinction could be important.) I think distinguishing "Organization" and "System" (whatever we call them) are similarly useful across so many domains that it makes sense to 'promote' them from domain specific vocabularies into PROV itself (though they have a weaker case than Person -- I like them mainly as a counterpoint to Person. I really don't like "NonHuman".) It's a fine line, and I can definitely see the rationale for leaving them out entirely.
